  IBU TINUBU: The Metaphor

In Yoruba, “Ibu” means deep water—a river, an ocean, a place you cannot touch the bottom.

IBU TINUBU is not a swimming pool.
It is a deep ocean.

The term “deep state "describes a hidden but organized structure within government institutions where unelected officials exercise power beyond democratic control, operating without accountability to elected leaders, laws, or citizens. In Nigeria, this deep state does not hide.
It wears uniforms It carries ID cards. It signs official documents.

And it operates openly—inside ports, ministries, police stations, and regulatory agencies. This book exposes how federal civil servants, especially within port operations, have transformed public offices into private profit centers, using regulation as a weapon and delay as leverage.

  Nigeria’s deep State in Action

Nigeria is governed not by elected officials alone, but by a shadow network of civil servants, uniformed officers, and retired power brokers who operate with lifelong influence. This deep state functions as a parallel government:

It fabricates offences. It distorts facts, It weaponries law enforcement against private citizens., It turns civil disputes into criminal cases. Civil servants now wield more power than elected governors. Uniformed officers have become private debt collectors. The result is a country where 98% of citizens—self-employed, uninsured, and unprotected—are preyed upon daily, while those in uniform enjoy salaries, pensions, and bribes. This is why Nigerians run to churches and mosques for survival. The state has abandoned them.
